Retrieves a V2 segment definition (conditions and condition groups) by its ID. Works for any segment, Saved Segment or otherwise.
If the response has a name and category is audience, the segment is a Saved Segment and its summary (name, contact counts, dates) is available from GET /api/3/audiences/{segmentId}.
