Relates a custom field to every list except the given ones. With a non-empty lists array, the field's relationships to those lists (and any all-lists relid 0 relationship) are deleted and explicit relationships to every other list are created. With an empty lists array, all of the field's relationships are replaced by a single all-lists relationship with relid 0. The deletions run first and are not rolled back if the create phase fails, so the field's relationships can be left partially replaced on a failure. The response's fieldRels array holds the newly created relationships; ids of deleted relationships are returned in meta.deletedFieldRelIds, and meta is omitted when nothing was deleted. 404 if the field does not exist. List ids are not checked against existing lists. No user permission is checked beyond API access. POST only; other methods get 405.
